Migrant Social Protection in the Time of Pandemic: Experiences and Discourses of Filipino Immigrant Women in Tokyo

The COVID-19 pandemic has exacerbated migrant vulnerabilities and inequalities particularly in receiving countries in which access to social protection varies in terms of adequacy and coverage. In Japan, for instance, different kinds of social protection have been extended to all residents including migrants, although existing reports claim that such are limited and do not adequately address the wellbeing needs of all migrant residents.
This qualitative study is concerned with the experiences of permanent resident Filipino women in Tokyo dealing with the first year of the pandemic, and their perspectives on access to and state-led social protection. It also analyzes the migrant and gender dimensions of social protection, profiling the ‘vulnerable’ as well as ‘empowered’ migrant women in the time of crisis.
This paper emphasizes that migrant social protection in the time of COVID-19 pandemic should be framed beyond viewing migrant women as passive dependents. While the present crisis has deepened inequality among migrant women in terms of differentiated belonging to Japan, it also has created opportunities for Filipino immigrant women to become active social citizens (denizens) through extending informal types of social protection to other migrant residents that compliment government provisions, while advocating self-reliance.
